Service Overview
This service ensures prompt access to specialist medicines, such as those used in palliative care, where demand may be urgent or unpredictable. A network of selected Barnsley pharmacies will stock an agreed range of these medicines and guarantee availability during all opening hours. The service aims to improve access, support continuity of supply, and provide up-to-date advice to patients, carers, and clinicians, including guidance on medicine use and safe disposal.

October 2026 – PQS Palliative Care Declaration
We have received a number of queries from contractors about the list of participating palliative care pharmacies on the CPSY website. We wanted to clarify that the national Pharmacy Quality Scheme (PQS) palliative care declaration is completely separate from participation in the locally commissioned palliative care service.
Under PQS, contractors declare whether their pharmacy routinely stocks the 16 palliative and end of life critical medicines. Pharmacies that hold these medicines and can support local access to parenteral haloperidol must ensure their stockholder status is correctly recorded through NHS Profile Manager. PQS also requires a palliative care action plan and completion of the national questionnaire.

Making a PQS declaration does not sign your pharmacy up to the locally commissioned service. Participation in the local service requires a separate commissioning arrangement, with its own service requirements.
The palliative care pharmacy lists on our website relate to the locally commissioned service only. They do not list pharmacies holding the national 16 medicines or record whether you have declared that you do or do not stock them for PQS.
Therefore, declaring that you stock the 16 medicines does not automatically mean your pharmacy should appear on our local service list. Equally, declaring that you do not stock them does not automatically remove you from the locally commissioned service.
